It was originally called Facebook Business Manager, then rebranded alongside Facebook's rename to Meta. The simplified version, Meta Business Suite, handles social posting and basic ads. Business Manager is the older pro tool that agencies and serious advertisers still use for the full control set.
Why advertisers use it
The core reason is permissions. With a personal ad account, you have to hand over your login to give anyone else access, which is obviously a bad idea.
